Δύο αμερικανικές επιχειρήσεις προσέφυγαν κατά των νέων δασμών του Τραμπ
Δύο αμερικανικές μικρομεσαίες επιχειρήσεις προσέφυγαν την Παρασκευή (24/07) κατά των δασμών που επέβαλε ο πρόεδρος των ΗΠΑ Ντόναλντ Τραμπ σε προϊόντα από 60 εμπορικούς εταίρους, υποστηρίζοντας ότι με τη νέα αυτή πολιτική του, όπως και με τους περισσότερους από τους προηγούμενους δασμούς, υπερέβη την εξουσία του σε ό,τι αφορά τη φορολόγηση των εξαγωγών. Η προσφυγή, που κατατέθηκε στο Δικαστήριο Διεθνούς Εμπορίου των ΗΠΑ στη Νέα Υόρκη, υποστηρίζει ότι οι νέοι δασμοί απαιτούν πιο λεπτομερή ευρήματα ανά χώρα σχετικά με την «καταναγκαστική εργασία» προκειμένου να δικαιολογηθούν νομικά. Οι δύο επιχειρήσεις, με την υποστήριξη μιας μη κερδοσκοπικής νομικής ομάδας που είχε προσφύγει με επιτυχία κατά προηγούμενων δασμών, ισχυρίστηκαν ότι ο πρόεδρος προσπαθεί να επαναφέρει δασμούς που είχαν ήδη κριθεί παράνομοι από το Ανώτατο Δικαστήριο των ΗΠΑ. Η κυβέρνηση Τραμπ επέβαλε νωρίτερα νέους δασμούς ύψους 10% και 12,5% σε 60 εμπορικούς εταίρους, συμπεριλαμβανομένης της Ευρωπαϊκής Ένωσης, με την αιτιολογία ότι δεν κάνουν αρκετά για να σταματήσουν την εξαγωγή αγαθών που παράγονται με καταναγκαστική εργασία. Οι νέοι δασμοί τέθηκαν σε ισχύ μόλις έληξε ένας προσωρινός παγκόσμιος δασμός 10%. Ο Τραμπ έχει καταστήσει τους δασμούς κεντρικό πυλώνα της εξωτερικής του πολιτικής, χρησιμοποιώντας τους ως μέσο πίεσης για τη διαπραγμάτευση εμπορικών συμφωνιών σε όλο τον κόσμο. Ωστόσο, το Ανώτατο Δικαστήριο των ΗΠΑ ακύρωσε τους περισσότερους από τους δασμούς στις 20 Φεβρουαρίου, κρίνοντας ότι ο Νόμος περί Διεθνών Οικονομικών Εξουσιών Έκτακτης Ανάγκης (IEEPA) δεν εξουσιοδοτεί τον πρόεδρο να επιβάλει μονομερώς δασμούς σε εμπορικούς εταίρους. Ο Τραμπ απάντησε σε αυτή την απόφαση επικρίνοντας το δικαστήριο και επιβάλλοντας έναν νέο και προσωρινό παγκόσμιο δασμό 10% επικαλούμενος άλλον νόμο. Αυτοί οι δασμοί, όπως και οι δασμοί του IEEPA, επιβλήθηκαν επίσης βάσει ενός άρθρου του νόμου που κανένας προηγούμενος πρόεδρος δεν είχε χρησιμοποιήσει για την επιβολή δασμών, και κρίθηκαν επίσης παράνομοι από το αμερικανικό εμπορικό δικαστήριο. Η κυβέρνηση Τραμπ άσκησε έφεση κατά της εν λόγω απόφασης. Οι δασμοί της Παρασκευής επιβλήθηκαν βάσει του Άρθρου 301 του Νόμου περί Εμπορίου του 1974, το οποίο αποσκοπεί στην καταπολέμηση αθέμιτων πρακτικών από άλλα κράτη. Σε αντίθεση με το IEEPA το Άρθρο 301 έχει χρησιμοποιηθεί παλαιότερα από άλλους προέδρους, ωστόσο οι μικρομεσαίες επιχειρήσεις ισχυρίζονται στην προσφυγή τους ότι οι δασμοί εκείνα στόχευαν συγκεκριμένες χώρες και βιομηχανίες και η οριζόντια προσέγγιση του Τραμπ δεν έχει ιστορικό προηγούμενο. Δύο πολύ σημαντικές λεπτομέρειες έφερε στο φως της δημοσιότητας η ισραηλινή ιστοσελίδα Sport5, αναφορικά με τη συμφωνία που υπάρχει ανάμεσα στον Παναθηναϊκό και τη Χάποελ Μπερ Σεβά για την πώληση του Κινγκς Κάνγκουα. Ανάμεσα στα δύο κλαμπ υπάρχει πλέον πλήρης συμφωνία για τη μεταγραφή του 27χρονου, διεθνούς με την Ζάμπια μέσου για ένα ποσό περίπου 4,2 εκατ. ευρώ. Με τον παίκτη να έχει το «ΟΚ» για να αγωνιστεί και στη ρεβάνς των Ισραηλινών με τη Βίκινγκουρ για τον Β’ προκριματικό του Champions League και να ταξιδεύει ακολούθως την επόμενη Παρασκευή (31/7) στην Αθήνα προκειμένου να περάσει από ιατρικά κι εργομετρικά τεστ και να υπογράψει τετραετές συμβόλαιο με αποδοχές περίπου 1 εκατ. ευρώ. Αυτό που ανέφεραν οι Ισραηλινοί είναι πως η Χάποελ θα διατηρήσει ένα ποσοστό 25% σε πιθανή μεταπώληση του Κάνγκουα (πιθανότατα για κάθε ποσό πάνω των 4,2 εκατ. ευρώ της αγοράς του), ενώ ην πρώην ομάδα του Αφρικανού, ο Ερυθρός Αστέρας θα «καρπωθεί» περίπου 680.000 ευρώ απ’ τα 4,2 εκατ. ευρώ που θα δώσει ο Παναθηναϊκός, καθότι είχε κρατήσει ποσοστό μεταπώλησης 17%. www.ertnews.gr
